For the past several years, Connecticut’s two tribal entities – the Mashantucket Pequot and Mohegan tribes – have been discussing the topics of sports betting and online gaming with the State of Connecticut. In an op-ed article, George Henningsen, Chairman of the Mashantucket Pequot Gaming Commission, discusses the history of tribal gaming in Connecticut and explains why gaming exclusivity is an agreement between sovereign equals – the State and the Tribes.
The exclusivity dates back to April 1994, when a legislative initiative was signed by the State to limit all future casino gaming to the Mashantucket and Mohegan tribes. However, as it relates to exclusivity over sports betting and online gaming in the present day, arguments persist over the meaning of “casino gaming” as written in 1994. In the meantime, Connecticut’s casino patrons are continuing to spend sports betting and online gaming dollars in other states where such gaming is currently legal.
